God's mercy is not based on our performance, status or worthiness. It is His nature. He chooses whom He will show mercy to, not because of what they have done, but because of His grace and compassion. This means we can always come to Him with confidence, knowing His heart is full of mercy.
For he says to Moses, ‘I will have mercy on whom I have mercy, and I will have compassion on whom I have compassion.’ It does not, therefore, depend on human desire or effort, but on God’s mercy
